In a matter of minutes, sections of Medano and surrounding intersections were submerged in several inches of fast-moving water, creating what one witness described as “an instant river in the middle of the road.” El Paso Water utility crews responded swiftly, arriving on scene to shut off the main valve and assess the damage.
